A significant amount of the money given to the universities for research also goes back into the state's bank account as well, for example via the rent universities have to pay for the buildings. These are owned by Bygningsstyrelsen, which is a state agency. That's what a lot of the overhead pays for, since the rents are so high. Salaries for researchers are also taxed and so some of that money also goes back to the state. It is essentially state sponsored money laundering.
